Planning Basics

Emergency Operations Plan - The Emergency Operations Plan (EOP) facilitates response and short-term recovery actions, and drives decisions on long-term prevention and mitigation efforts. It will describe the purpose of the plan, situation, assumptions, concept of operations, organization and assignment of responsibilities, administration and logistics, plan development and maintenance, as well as authorities and references.

Procedures - Each agency, department and organization tasked by the EOP will receive specific action-oriented checklists for use during incident management operations.

Preparedness Plan - The EOP outlines the expectations for responders. A Preparedness Plan describes the process and schedule for identifying and meeting the training needs. The Plan provides the framework for developing, conducting and evaluating exercises, correcting identified deficiencies, equipment and resource procurement and plans for facilities.

Corrective Action Plans - Based on lessons learned from actual incidents as well as training and exercises, Corrective Action Plans are designed to implement best practices.

Mitigation Plans - These plans describe measures that can be undertaken prior to, during or after an incident to reduce or eliminate risks to people, property or to lessen the actual or potential effects of an incident.

Recovery Plans - Recovery Plans describe actions beyond rapid damage assessment and those necessary to provide immediate life support for victims. Long-term recovery planning identifies strategic priorities for restoration, improvement and growth.

Intelligence Sharing - O'Gara can be your partner in the development and implementation of an intelligence sharing program. Through interagency collaboration and the coordination of all criminal, investigative, and intelligence information of all potential threat elements within a jurisdiction, individual agencies will reach an enhanced awareness level and in turn, be more prepared to respond. By utilizing a collective intelligence databank, emergency responders can be a step ahead of Potential Threat Elements and should the threat of an incident present itself, emergency responders will have a greater ability to mitigate and respond to the incident.
